I. Higher Orders of XIRP

- Section 1.1 Description
The House of Commons shall be comprised of members of XIRP. Their numbers shall be no less than 11, and no more than 15% of the total membership, rounded up to the nearest odd number. Increase in representatives shall occur at every 50th member. For example, 1-50 members of XIRP shall require 11 representatives, 50-100 members of XIRP shall require 15 representatives in the House of Commons. Representatives shall be selected by elections every 6 months, and may serve an unlimited terms.- Section 1.2 Eligible Candidates
Eligible candidates for the House of Commons representatives must satisfy the following requirements. The candidate must currently be a member of XIRP, be a minimum of 17 years of age having been a member of XIRP for a minimum of 4 months prior to the current election. The candidate must be active on a minimum of one XIRP server, and on the XIRP website and on the XIRP forums. Candidates must be nominated by their peers with a maximum of 4 nominations per empty seat.- Section 1.3 Elections
Open elections shall occur every six months. All who have been XIRP members for the previous 2 months prior to the election are eligible for vote. Voting shall occur during a predefined weekend – polls opening at 12:00GMT Friday, and closing 11:59GMT Sunday. Election season shall be established for two months prior to the election weekend, during the first month nominations shall occur, the final month candidates shall use the specified XIRP forum to establish the case for their election.When vacancies occur the House of Commons can call for an emergency election. Vacancies may occur due to retirement or vote of no confidence by the general members of XIRP.

Section 1.4 Responsibilities
The House of Commons shall preside over XIRP clan issues, including the following: -

The Judiciary Tribunal shall be comprised of no less than 3 members of the House of Commons when the House of Commons numbers less than 15. If/When the House of commons increases beyond 15, the members of the Judiciary Tribunal shall be required to choose between their positions on the Judiciary Tribunal and their positions in the House of Commons. Hereafter, the number of Judiciary Tribunal members shall be determined by the House of Commons.- Section 2.2 Eligible Candidates

Elections shall occur annually from point of induction, all members of the House of Commons shall have the opportunity to vote yea or nay on each nominated Judicial Tribunal candidate.-
- 1. Evaluating whether rules established by the House of Commons violate either the XIRP Code of Conduct, Bill of Rights, or this Constitution.
2. Evaluating and making final decisions on inter-clan disputes.

- Section 3.1 Membership Requirement
General membership shall be granted to XIRP only by invitation of an existing member of the clan. Members should be a minimum of age 16, however exceptions may be made with approval from the House of Commons. Members are suggested to be active on the XIRP game server and/or the XIRP website/forum.

- Exceptions may only be granted for review participation if the reviewing body deems it necessary for additional information gathering. I.E. if a complaining member needs to be heard.

- 1. The proposed change is placed in a stickied thread in the members only forum for discussion.
2. The proposal shall be available for viewing for a period of not less than 7 days, not more than 14 days before the general vote.
3. The general vote shall take place on the next available weekend, with polls starting at 12:00GMT Friday, and ending at 11:59GMT Sunday.
4. If the proposal is accepted with a two thirds majority, with not less than 75% of the total XIRP members voting; the proposal is sent to the House of Commons as a mandate.
5. If the proposal is accepted with a simple majority, but less than a two thirds majority, with not less than 75% of the total XIRP members voting; the proposal shall be sent to the House of Commons for deliberation.

In the event the proposed amendment originates in the general membership, the following procedure will be followed: -

- 3.1. Only the members of the House of Commons are permitted to vote.

Section 1.2 House of Commons Proposal
In the event that the proposed amendment originates in the House of Commons, the following procedure will be followed:- Section 1.3 General Member Mandate
In the event of a proposed amendment is sent to the House of Commons as a mandate from the general XIRP members, the House of Commons shall call a vote within 24 hours of receipt of the mandate. A 51% majority is required to pass the proposal.
In the event the proposed amendment is passed, the document shall be updated, and the change shall be immediately posted on the XIRP website and stickied in the forum.- Section 1.4 Limitation of Judicial Tribunal
No proposal for amendment is allowed from the Judicial Tribunal. -

Definitions of Terms:
- 11th Robotic Platoon: The 11th Robotic Platoon (hereafter referred to by its tag XIRP) is a semi-private clan, membership by invite only.
XIRP Game Server: Any server that is approved by the XIRP clan, and willingly offered by a clan member for use by the clan and public players.
Public Player: Any internet player who joins XIRP server to participate in online gaming. A public player may or may not be affiliated with any clan or group other than this clan, the XIRP.
Member Player: Members of the Steam Group/Clan XIRP, the suggested age requirement is 16 years old, however exceptions can be made with clan approval.
Admin Player: TBD
Server Owner: The owners and/or operators of servers that are used exclusively by the XIRP clan.
Forum Member: Any registered member of the XIRP website and/or forum. Membership in the forum does not automatically ensure membership in the XIRP clan.
Forum Admin: A select group of individuals who are members of the XIRP clan, registered on the XIRP website and/or forum, and have been granted forum administrator permissions by the XIRP Site administrator.

1.1. Be respectful to all gamers, regardless of apparent age, clan affiliation, sex, sexual preferences, religion, race or skill level.
1.2. Not cheat. Any indication of cheating will result in a clan wide ban.
1.3. Participate in games free of profanity and vulgarity – verbally, textually, sprayally, and nickally. If this rule is broken, the offending player loses all rights to participate in XIRP, i.e. ban. Profanity includes the following:
1.4. Try to keep the teams balanced even if it means you are not on the same side as a friend. It is good for us to play against each other to point out our weaknesses and where we can improve.
1.5. Fair play always, and keep the gloating to a minimum. If a player is on the server and you are “owning” them try not to point that out ALL the time, it makes all of look bad.-
- 2.4.1 If a charge is brought against an individual, it is to be immediately removed from public view and brought to a members only section of the forum.
2.4.2 This forum will not be locked, deleted, hidden, or any other way obscured from XIRP member viewing until decided upon by all parties when a conclusion is reached.
2.4.3 In the event that the individual who is accused cannot come to an amicable agreement with his accuser, the matter will be brought forth before the judical tribune for arguments from both sides, followed by an absolute decision- 2.5.1 Matters shall be handled in house, and out of view/observation of the general public.
2.5.2 Any accusations must be substantiated, and have evidence or valid complaint to be heard.
2.5.3 The accuser must listen to the accused person’s point of view and make every attempt to resolve the issue with the other person

2.1. Abide by, and not be excluded from complying with the public players requirements.
2.2. Present themselves honorably while wearing the [XIRP] tag on XIRP servers, and other servers.
2.3. Actively participate in clan matches, the clan servers, and in the forums/chat.
2.4. Have the opportunity to address any and all allegations, concerns brought forth by a fellow member, or admin in a mature and coherent manner.
2.5. Be able to bring forth substantiated accusations against any level of XIRP member in the appropriate manner.
2.6. Be free to actively participate in the clan’s government, offering any specialties to enrich XIRP.
2.7. Use the tools provided by XIRP listed below with respect and in moderation-

3.1. Abide by, and not be excluded from complying with the member players requirements.

3.5. Not abuse their powers to unjustly harass, malign, or take action against members outside of the approved methods-
- 4.4.1 Freely determine who is granted admin rights on their own server
4.4.2 Freely able to withdraw those permissions at his/her discretion
4.4.3 Determine maximum number of players/reserved slots
4.1. Do their best to ensure the server has maximum up-time
4.2. Do their best to ensure the server is fully patched and up to date with system and steam updates.
4.3. Provide notice on the forums when the server must go down for maintenance, and provide notice if unexpected downtime is experienced
4.4. Be free to make server specific rules that are in-line with XIRP’s core values including:

Regarding XIRP Forums:

- 1.1. Obey all posted forum rules.

- 2.3.1 Any spam or objectionable material shall be moved to the admin only section for spam/objectionable material. A minimum two admins must approve deletion prior to the thread being deleted.
2.3.2 Any complaints against administrators, site owners, or members brought forth by XIRP members must not be deleted, but rather moved to the appropriate members only section of the forum

Violations and Consequences
1. Violations of the vulgarity clause (1.3) will not be tolerated. It is up to admins on the server whether a warning will occur before the offending player is kicked and banned, depending on the severity of the offense.
2. Repeated violations of any of the above clauses by the public players will result in, at minimum, a warning and at maximum a kick/ban from the server.
3. Repeated violations of any of the above clauses by the members of XIRP will result in, at minimum, a warning and at maximum, a Judicial Tribune review with the potential expulsion from XIRP.
4. Repeated violations of any of the above clauses by admin players will result in, at minimum, a warning and at maximum, a Judicial Tribune review with the potential expulsion from XIRP. Admin players may also be stripped of their abilities on game servers as an intermediary punishment.
5. Violation of forum rules may result in the offending user’s account being disabled.
